RESULTS OF RULES INTERPRETATION MEETING
JANUARY 3, 1998 - MAX DOOGANS

1. Transaction Night Policy Instead of the current system in which the worst team to date gets the first transaction call-in slot, this proposal calls for the order to be determined by selecting the worst team each week. Therefore, the eight teams that lose in a given week will make up the first 40 minutes of calls.Approved 7-3, Barth abstention.
2. Expanded Playoff System In an attempt to keep more owners involved deeper into the season, this proposal would expand the playoff pool to twelve teams (up from eight). Also, the four division winners would receive a first round bye (NFL Week 13) and a bonus payment of $40. The other eight teams in the field would play with the best record playing the worst, etc. Beginning in Round Two (NFL Week 14), all top ranked seeds must play the lowest available seed, much like the NFL currently does.Approved 11-0.
3. Raised Entry Fee This motion called for a $10 increase in the initial entry fee payment (from $65 to $75) in order to pay the four division winners a $40 bonus. It would also guarantee future champions from having less of a payout due to this divisional bonuses.Approved 11-0.
4. Defensive Status Last year, each owner drafted an NFL defense which provided points for touchdowns, safeties, sacks, fumble recoveries, and interceptions. This proposal would change the pick from a defense to an NFL team, tacking on three points for each "team" win and three points for each "team" shutout.Approved 10-1.
5. Transaction Deadline Instead of having a system which cut off transactions after week ten, this proposal called for an extension of the deadline to the end of the regular season.Approved 9-2.
6. Auction System 1.) This suggestion would eliminate the current draft day lottery system in favor of an auction format. Defeated 7-4.
7. Plan B Amendment This plan would keep the current Plan B system in place (where owners must leave two players unprotected after Week 5. However, NFL teams (or defenses) could NOT be considered for the unprotected list.Approved 11-0.
8. The Franchise Player Beginning with the 1998 post-season, all owners will have the option of designating ONE Franchise Player at a cost of $20, payable to the league fund. By making such a designation, that player will be protected on that owners roster for ONE year. In addition, by declaring a franchise player, said owner automatically forfeits a FIRST ROUND pick in the following years draft. In this case, that would be the August 1999 draft.Approved 7-4.
9. Overtime Games Instead of the current overtime system in which reserves can only win games with touchdowns or field goals, this proposal calls for tie games to be broken using the same performance point system used by the rest of the players in the starting lineup.Approved 11-0.
10. Trade Policy Amendment This rule change would permit trades to be made on a 2 player for 2 player basis, in addition to the currently legal 2 for 1, and 1 for 1 combinations.Approved 10-1.
