FANTASY FOOTBALL LEAGUE RULES

(Revision 7.1 8/25/03)

       1. FEES

          Up Front Franchise Fee: $100.00 payable on or before draft night. Weekly Drop/Adds: $.50 per player added, $.50 per player dropped, no limit. Trades: $1.00 per owner per trade, $1.00 per player acquired, $1.00 per player given up, limited. Up Front fee includes $20 in “use it or lose it” credits towards transactions for the season. If you use more you will be charged accordingly.

      

2. STRUCTURE

              Twenty Teams, Two 10 team Conferences of two 5 team Divisions each, each Conference with their own player pool and auction. League Play: NFL Weeks 1 through 12. Playoffs: NFL Weeks 13, 14, 15, & 16.

      

3. DRAFT

              Auction Style: 160 positions each sold to the highest bidder. Each owner receives 160 “units” with which to fill his roster. At your turn you must present a Player at some “unit” value. Only whole “units” may be bid and the minimum bid is one “unit”. If you buy a Player without enough “units” to pay the bill, the sale is voided, the Player returned to the pool, and you are fined (lose) 5 “units”. The Auctioneer has ultimate authority on who had the highest legal bid and his decisions are final!

      

4. ROSTER

          Each roster must maintain 16 positions consisting of both offensive and defensive players. Each week you must start 1 QB, 1 K, 1 DL, 1 LB, and 1 DB. Additionally, each week you must start 2 RB and 3 WR/TE or 1 RB and 4 WR/TE for a total of 10 players. Rosters will expand to 18 positions during Week 12. Roster expansions are $.50 per player acquired.

      

5. SCORING

         We will use the combination method of basic scoring plus decimal performance scoring for offensive players as follows:

                    

  Rushing:                               .1 pt/1 yd, 6 pts/TD, 2 pts/Conv

  Receiving:                            .1 pt/1 yd, 6 pts/TD, 2 pts/Conv

                     Passing:                              .05 pt/1 yd, 4 pts/TD, 2 pts/Conv             

  Kicking:                                 3 pts/FG, 1 pt/PAT

            

Defensive players will be scored as follows:

 

                      Assisting on a tackle                                                 .5 pt

                      Solo tackle                                                                 1 pt

                      Blocked Kick                                                             2 pts

                      Safety                                                                         2 pts

                      Sack                                                                           2 pts

                      Fumble Recovery (from opponent)                         3 pts

                      Interception                                                               3 pts

                      Touchdowns                                                              6 pts

 

6. TRANSACTIONS

    A) HOW. Transactions are defined as Waivers (Drop/Adds) and Trades. All of this activity may be performed via the web, subject to final approval by the commissioners. For those not able to transact on the web, a transaction night has been established wherein transactions take place “live”.

 

          B) WHEN. Transaction night is Thursday from 5:00 PM/6:30 PM. You may make as many transactions as you wish. Waivers will generally occur first and then trades, however you may announce your trade anytime subject to the rules of paragraph “E” below. You are encouraged to perform as much as possible via the web site in advance of transaction night. The Transaction “window” for each NFL week is between the end of Monday Night’s game and 6:30 PM the following Thursday. No transactions may occur between Thursday night and Monday Night.

 

              C) ORDER. Transaction night order is Worst goes First. You will be assigned a 5-minute call in time slot based on your previous week’s W/L record. (Any ties will be broken by the tie breaker sequence noted in Section 8). Your call in time slot will be published via e-mail and/or on the Web Site. You may make a maximum of one transaction the first round and two transactions each subsequent round. All rounds will follow the same sequence for a given week. If you miss your time slot you will be taken immediately after the transaction is completed for the time slot you interrupted.

 

              D) WAIVERS. You may drop any offensive or defensive player from your roster and add any other offensive or defensive player available from the NFL official player pool including any player dropped in front of you. One drop/add is considered one transaction. Cost is $.50 per player acquired and $.50 per player dropped.

 

              E) TRADES. You may announce a one for one, two for one, or a three for two trade with any other team in the league on transaction night or you may negotiate your trade on the web anytime, subject to final approval by the commissioners. You may also trade your call in time slot as long as it is accompanied with a player trade. Trades worked out in advance and posted on the web will be counted as a transaction on transaction night, the same as for those announced on transaction night. One trade is considered one transaction. The team announcing the trade will have used one of their transactions for the round in which it is announced. The other team involved is deemed to have used their next available turn. Uneven trades (2/1, 3/2) will require a roster adjustment to maintain the 16-player roster rule. Costs for the necessary adjustment to balance your roster through the player pool on uneven trades are $.50 per player added and $.50 per player dropped. The announcing team must make any necessary roster adjustment at the time of the announcement. The non-announcing team may wait until their next available turn before adjusting their roster. Trades are limited to one only between any two teams per season. Cost is $1.00 per owner per trade, $1.00 per player acquired and $1.00 per player given up. The owners involved may negotiate between themselves who pays for what and how much. Week 11 will be the last week for trades. Week 12 will be the last week for all transactions.

 

               F) WEB FORMS. You are encouraged to use the web forms to perform your transactions. We would like to get at least the first round completed over the web. Watch for the Transaction Night Order which will be posted each week, then watch the web to see how the transactions develop. You may go when it is your turn or you may use the web forms to submit a priority list for your transactions. The commissioner will then perform your requested transaction(s) during your turn on TNO, with the first available player on your list. Keep in mind that your requested player(s) may not be available at your turn and thus no transaction will occur. If you choose to pass on your turn, it will assist the process if you will advise rest of the conference of your decision. (League wide e-mails are generated very easily over web site.)    

 

7)   LINEUPS

               A) WEB SUBMISSION MANADATORY. You will be responsible for submitting a lineup each week. Your lineup should include at least one reserve player to be used as a tiebreaker. Your lineup must be submitted no later than kickoff of the first Sunday game, or the program will carryover the previous week’s lineup as your starting lineup for the new week. Since you submit your lineup over the web you may wait until the last possible minute to guard against no starts. WARNING: The league is not responsible for your inability to get through on the web in a timely fashion. The system will automatically lock you out at kickoff time.

 

     B) EARLY GAMES. If you have a player or team playing in an early game in a given week (Thurs & Sat) and you want them in your lineup for that week, you must submit that player(s) over the web before kickoff of that early game. If you fail to do so, they will be locked out of that week’s scoring possibilities. This rule supersedes the carryover lineup rule for failure to submit on time. (See Lineups above).

 

              C) BYE WEEKS/CARRYOVERS. Beware of bye weeks. There are no carryover points permitted. A Player not playing can’t score!

 

         

8. TIE BREAKERS

A)   LEAGUE PLAY. The decimal scoring system will virtually eliminate ties

However, in the rare event of a tie, the listed reserve that you supplied with your starting lineup will be compared with your opponent’s reserve. The winner is the team with the highest scoring reserve. If a tie still exists, a coin flip will be used.

 

               B) TRANSACTION NIGHT.

               C) DIVISION RANKINGS AND PLAYOFF SEEDINGS:

                                                4a) Best Net Points Division Games

                                                5) Best Net Points All Games

                                                6) Least Points Allowed All Games

                                                7) Coin Flip

 

                   Division statistics (2a,4a) are used to resolve division ties only. Playoff seedings will not consider these values. In both scenarios, three way or more ties will be resolved first until one team is eliminated. The process is then repeated from the beginning until only one team is left.

 

          9. PLAYOFFS

          We will complete our activity on NFL Week 16 to prevent the dreaded “benched star” syndrome of the NFL on Week 17. League play will continue through Week 12. This will provide four playoff weeks, which will be administered as follows:

         

             

     FANTASY BOWL. The Division winners plus 4 Wildcard teams in each conference will participate in the GL POWER Fantasy Bowl. On week 13 the Division winners get a bye. The four Wildcards will be seeded and the #1 seed will play the #4 seed, 2 will play 3. The Wildcard winners will advance to compete with the division winners on Week 14, again with the highest seed playing the lowest. The Conference championship will be played on NFL Week 15. The two Conference champions will square off on Week 16 for the Fantasy Bowl.             

           

           TOILET BOWL. The eight teams that miss the Fantasy Bowl will compete for the Porcelain Throne honors. They will start on NFL Week 13 and complete play on NFL Week 15. As with the Fantasy Bowl the #1 seed will play #4 seed, while #2 plays #3. Week 14 will produce conference “winners” and Week 15 will pit the two conferences for the Best of the Worst.

 

              ACCOUNT STATUS. Please note that all accounts must be “squared” with the commissioners prior to the playoffs. The commissioner reserves the right to withhold participation if arrangements have not been made.

 

         

10. PAYOFFS AND EXPENSES

            All income from franchise fees (20 Teams), transactions fees and trade fees, is pooled and distributed as follows:

11. SCHEDULE

                Ten teams for twelve weeks will allow each team to play the other teams in its division twice (for 8 games) and 2 other teams in their conference plus one other team from each division in the other conference. The first game of the season always pairs off the odd and even numbered teams in sequence. (i.e.1 plays 2, 3 plays 4 etc.)

 

          12. ACTIVE OWNER CLAUSE

             If the commissioner has not heard from you (by phone, e-mail or web evidence) or your authorized representative for 3 consecutive weeks (no transactions or lineup changes) you may be declared an inactive owner, banished from the league, and your team repurchased by the league on a pro-rata basis and resold or dissolved. It is unfair to the active owners to have a disinterested owner. This becomes especially critical as the season winds down and you find yourself "out" of the running. You may appoint a designated representative in writing to the commissioner anytime prior to a known absence.

         

          13. MISCELLANEOUS

                A) OFFICIAL SCOREKEEPER. The official scorekeeper is My Fantasy League, our web and statistical download supplier. Any scoring disputes must be registered with the commissioner prior to 5:00 PM Wednesday following the prior weeks activity. On occasion a unique play ruling may be reversed or modified a few days after the initial ruling. If this happens our records will be changed to reflect the final ruling. This could affect the outcome of a game and the subsequent standings.

            

               B) COMMISSIONER OMNIPOTENT. The commissioner reserves the right to rule on disputes, squelch stinky deals, chastise owners and otherwise conduct the general affairs of the league. Any disputes involving the commissioners' team will be ruled on by a tribunal of owners chosen from divisions of either conference not hosting the disputing parties, of which one owner each is chosen by the disputing parties and one chosen by lottery.        

            

               C) PLAYER POSITION ASSIGNMENTS. Players are assigned their position by the NFL team they play for which is blessed by the NFL. Some players, such as Charles Woodson and Champ Bailey, may go both ways. You can only get their points for the primary position they are assigned. (i.e. in this example as a DB).
